Framework document between the People's Republic of China and the Kingdom of Sweden on strengthening strategic cooperation in sustainable development

中华人民共和国和瑞典王国关于在可持续发展方面加强战略合作的框架文件
China and Sweden issued this framework document to strengthen strategic cooperation in sustainable development. This document was released against the backdrop of the 40th anniversary of the 1972 Stockholm Conference on the Human Environment, underscoring the enduring global commitment to environmental protection and sustainable growth. The framework stresses the need for economic development that aligns with the limits of population, social equity, and the Earth's carrying capacity. Both nations reaffirmed their commitment to fairness, justice, and a people-centered approach, ensuring that the benefits of development are shared widely while preserving natural resources and protecting the environment. This commitment forms the cornerstone of their renewed partnership on sustainable development. Key areas of cooperation outlined in the document include reducing overall pollutant emissions, securing safe drinking water sources in both urban and rural areas, and addressing pollution from heavy metals, persistent organic pollutants, hazardous chemicals, and waste. Both countries also committed to enhancing urban environmental infrastructure and strengthening ecosystem protection through improved regulatory frameworks and international cooperation mechanisms. Furthermore. the document highlights the importance of technology and innovation in achieving sustainability. It calls for joint research and development in renewable energy, clean technologies, and sustainable urban planning. By establishing research networks, innovation projects, and joint platforms, China and Sweden aim to accelerate the transition to a low-carbon, resource-efficient economy. Economic and trade cooperation is another critical element of the framework. The two sides agreed to boost bilateral investment in clean production, energy efficiency, and low-carbon industries. They also explored practical initiatives such as establishing a Sino-Swedish Eco-Park within a Chinese national-level economic and technological development zone to serve as a model for sustainable industrial development. Finally, the framework document situates this bilateral cooperation within the larger international context. It emphasizes the relevance of global agreements such as the UNFCCC and the Kyoto Protocol in addressing climate change and underlines the potential of upcoming international events, like the Rio+20 Conference, to further promote a green economy and sustainable development.

Memorandum of Understanding between the State Forestry and Grassland Administration of the People's Republic of China and the Agency for Biological Diversity of the French Republic on cooperation in the field of nature conservation

中华人民共和国国家林业和草原局与法兰西共和国生物多样性署关于自然保护领域合作的谅解备忘录(中法生物多样性保护和气候变化北京倡议)
The Beijing Initiative on Biodiversity Protection and Climate Change builds upon earlier commitments made in joint statements and multilateral meetings. It reaffirms both countries' dedication to upholding multilateralism, effectively implementing the Paris Agreement, and advancing the 2030 Sustainable Development Agenda alongside the Rio Conventions. The initiative stresses the importance of addressing climate change and biodiversity loss as interconnected challenges that affect global peace, stability, food security, and sustainable development. The initiative highlights several concrete actions: strengthening international cooperation on climate and biodiversity policies, protecting and restoring key ecosystems (including tropical forests and marine environments), combating environmental crimes, and ensuring that trade agreements and financing decisions align with international climate and biodiversity goals. It also calls for enhanced scientific research, information sharing, and policy dialogues, as well as preparations for key international events such as the 15th Conference of the Parties to the UN Biodiversity Convention and the World Conservation Congress. The initiative primarily centres on facilitating high-level information sharing and dialogues. It focuses on fostering international discussions, policy exchanges, and joint declarations that set the stage for coordinated action on climate change and biodiversity conservation. Leaders from China and France commit to unprecedented efforts to secure a sustainable future by accelerating the transition to green, low-carbon, and climate-resilient development. The initiative calls for all levels of government, businesses, civil society, and citizens to update their climate action plans and long-term low-emission strategies, improve energy efficiency, and implement nature-based solutions. It emphasizes the need to phase out inefficient fossil fuel subsidies, mobilize climate finance-particularly through instruments like the Green Climate Fund-and support the development of a robust post-2020 global biodiversity framework.

Ahead of the 2015 Paris Climate Conference, both sides pledged to work toward a legally binding agreement that is equitable, under the UNFCCC framework, and addresses key pillars including mitigation, adaptation, finance, technology, capacity building, and transparency. They recognized their intended nationally determined contributions (INDCs) as vital steps toward the below 2°C goal and committed to increasing ambition over time. The statement stressed the importance of climate finance, calling on developed countries to mobilize $100 billion annually by 2020 and encouraging broader financial support. They agreed to elevate bilateral cooperation on policy, carbon markets, green cities, energy efficiency, low-carbon technologies, afforestation, HFC phase-down, and climate finance. New initiatives included launching an EU-China Low-Carbon Cities Partnership and strengthening joint work on emissions trading, technology innovation, and scientific research. They also pledged to enhance collaboration in global climate fora such as the UNFCCC, G20, Montreal Protocol, ICAO, and IMO.

Bilateral Cooperation Agreement on Climate Change Risk Assessment and Research

中英气候变化风险评估和研究双边合作协议
In 2015, a delegation of the China Expert Panel on Climate Change visited London to discuss the necessity and possibility of developing a framework for monitoring risks jointly between China and the United Kingdom. Later that year, a 2-year 'Bilateral Cooperation Agreement on Climate Change Risk Assessment and Research' was signed between the United Kingdom Committee on Climate Change and the China Expert Panel on Climate Change. The agreement focused on three aspects: 1) future global greenhouse gas emissions pathways; 2) direct risks from the climate's response to greenhouse gas emissions globally; and 3) indirect risks generated by the interaction of climate change and complex human systems. Building on the work on risk indicators and risk assessment carried out in the first and second phases of the United Kingdom-China collaboration, the United Kingdom-China Climate Change Risk Assessment Project was launched into its third phase in 2019, comprising four interconnected working groups looking at emissions risk, direct climate risk, systemic climate risk, and integrating climate risk into China's and global governance frameworks, respectively.
